PLUTO stood for Pipe Line Under The Ocean. My father who was in charge of all military building construction and repair in Dover during the war had to construct special ramps so that the very ( and I do mean Very ) large drums that contained pipes coiled on them could be launched into the sea. These were then towed across the Channel to France uncoiling as they went and being connected to further coils so that a direct supply of fuel could be fed to the army once they had formed a bridge head on the French coast.
